The short version

How Much Does a New Roof Cost in Brooklyn?

Short answer: most 2026 price ranges published for New York City put a full tear-off flat roof at roughly $6 to $16 per square foot. For a typical Brooklyn brownstone or rowhouse roof of about 800 to 1,500 square feet, published totals commonly run about $10,000 to $30,000. A pitched asphalt shingle roof on a house commonly runs about $7,500 to $16,000. Parapet and flashing work, rotted decking, the number of old layers and how hard the roof is to reach move a job up or down that range more than the membrane itself does.

Where these numbers come from

No city agency publishes roofing prices. The ranges on this page are compiled from 2026 NYC cost pages published by cost-guide sites and New York roofing contractors, listed in the sources at the bottom. They’re a starting point for budgeting, not a quote. Your price comes after we’ve been on the roof and seen what’s under it.

Why do two Brooklyn quotes for the same roof differ by thousands?

Usually because they’re pricing different jobs. One prices a coating, one an overlay, one a full tear-off with new flashing and parapet work. Access matters too: one New York contractor publishes the same job at $14,800 in Dyker Heights, where there’s driveway access, and $18,400 in Cobble Hill, where everything goes up and down a rowhouse from the street.

Asbestos on old roofs

Older built-up and tar roofs on Brooklyn buildings can contain asbestos-containing materials. If there’s any doubt, the material should be checked before tear-off, which can add time and cost. We’ll tell you if we see a reason to test.

Why Brooklyn costs more

Why a Roof Costs More in Brooklyn Than the National Average

National cost guides are built around suburban houses with driveways. Brooklyn roofs are different, and so is the price.

Old buildings

About 45% of Brooklyn homes were built in 1939 or earlier (U.S. Census ACS), compared with about 12% nationally. That means stacked layers, tired decks and parapets.

Access and hoisting

No driveway, three or four stories, and every bundle and every bag of debris moved through a narrow street or up a ladder.

City rules

DOB permits when the deck is replaced, DOT container permits, cool-roof materials and FDNY fire guards on torch jobs.

Rising material prices

GAF and CertainTeed announced a 6%–10% increase on shingles and roofing accessories effective June 1, 2026, on top of an April 2026 increase, according to a supplier bulletin.

Metal tariffs

Federal tariffs on steel and aluminum rose from 25% to 50% on June 4, 2025, affecting flashing, coping caps and metal roofing.

Labor shortages

In a 2026 construction industry survey reported by NRCA, 42% of respondents said worker shortages had delayed projects.

NYC rules and your budget

Five NYC Rules That Change What Your Roof Costs

1. The DOB permit line is the roof deck

Under the Department of Buildings’ rule on work that doesn’t need a permit, replacing the membrane, coverings, cant strip and insulation above the deck is exempt. Replacing any of the roof deck or sheathing requires a permit. Some roofing sites claim every roof replacement needs a permit; that’s not what the rule says.

2. No new roof over two old ones

The NYC Building Code doesn’t allow a re-cover over two or more existing roof coverings, a water-soaked roof or slate and tile. In those cases a full tear-off is required, which is why counting layers matters to the price.

3. The cool-roof rule on flat roofs

Roofs with a slope of 2:12 or less must meet NYC’s reflectance standard when re-roofed, unless the area is under half the roof and under 500 sq ft. Most white membranes and reflective cap sheets meet it.

4. Local Laws 92 and 94

Replacing the entire roof deck or roof assembly triggers a requirement for solar, a green roof or both on the available roof area. Replacing the membrane and insulation doesn’t. Know which one you’re quoting.

5. Landmarks rules are lighter than people think

Since July 2024, replacing a flat roof in a historic district doesn’t need a Landmarks Preservation Commission permit, though changes to visible flashing, gutters or railings still do. Pitched roofs must match historic materials. Claims that landmark blocks automatically add 30%–80% aren’t based on the rule.

2026 incentives

Solar and Green Roof Incentives in 2026: What Changed

A lot of roofing and solar pages are still quoting incentives that no longer exist. Here’s where things stand.

Federal 30% solar credit: ended

The IRS says the residential clean energy credit isn’t allowed for expenditures made after December 31, 2025, and an installation completed after that date doesn’t qualify even if it was paid for earlier.

NYC solar property tax abatement: active

7.5% of installation cost per year for four years (30% total) for systems placed in service through January 1, 2035, capped by your annual property tax and $62,500 a year. Applications go to DOB by March 15 to apply that fiscal year.

New York State solar credit

A state income tax credit of 25% of qualified solar equipment costs, subject to a cap. The NYS Tax Department’s instructions list the cap as $5,000; confirm the current figure with your tax preparer.

NYC green roof abatement: check first

NYC Finance lists $10 per sq ft ($15 in select areas), capped at the lesser of $200,000 or that year’s taxes. The application deadline was March 15, 2026, and an extension was still pending, so check with the Department of Finance before counting on it.

Planning solar? A roof with years of life left is the place to put it. Replace first, then install panels.

Spend wisely

How to Compare Roof Replacement Quotes in Brooklyn

  • Same scope: tear-off vs overlay, number of layers, and the roofing system named.
  • Edges and details: parapets, coping, counterflashing, drains and skylights included or excluded.
  • Decking: a written price per board or sheet.
  • Rules: permits, cool-roof product and torch staffing spelled out.
  • Payment: NYC’s consumer agency advises paying no more than 25% upfront and never in cash.

Can I save money by repairing instead of replacing?

Often, yes, if the leaks come from details like flashing or drains and the insulation is dry. If the roof leaks in several places, is soft underfoot or has two or more layers, repairs just pay for the next leak. See our roof repair services for what a repair can fix.

Does homeowners insurance pay for a new roof?

It depends on your policy and the cause. Sudden storm damage is often covered; age and wear generally aren’t. Check your policy, call your insurer, and keep photos and a roofer’s written report.

Brooklyn Roof Replacement Cost FAQs

More quick answers in our Brooklyn roofing questions hub.

How much does it cost to replace a flat roof in Brooklyn?

Most 2026 NYC published ranges put a full tear-off flat roof at roughly $6 to $16 per square foot. For a typical brownstone or rowhouse roof of about 800 to 1,500 square feet, that commonly means about $10,000 to $30,000, depending on parapets, decking, layers and access.

How much does a shingle roof cost on a Brooklyn house?

Published 2026 NYC and Brooklyn totals for asphalt shingle roofs on houses commonly run about $7,500 to $16,000, or roughly $6 to $10 per square foot, depending on size, pitch and decking.

Why are roofing quotes in Brooklyn so different?

They often price different jobs: a coating, an overlay or a full tear-off. Parapet work, decking, permits and access also vary. Compare quotes line by line.

Do I need a permit to replace my roof?

Replacing the membrane, coverings and insulation above the deck is generally exempt from a DOB permit. Replacing any of the roof deck or sheathing requires one.

Is the federal solar tax credit still available in 2026?

No. The IRS says the residential clean energy credit isn’t allowed for expenditures made after December 31, 2025. NYC’s solar property tax abatement is still available for systems placed in service through January 1, 2035.

Does a landmark district make my roof more expensive?

Not automatically. Since July 2024, replacing a flat roof in a historic district doesn’t need an LPC permit, though visible changes still need review and pitched roofs must match historic materials.

How much do I pay upfront?

NYC’s consumer agency advises paying no more than 25% of the contract amount upfront and never in cash.
